Wondering if there is a reason that these extensions were complex ones, and not just use a CodeableConcept and require the 2 bingings be included? (and get the text for free)

The complexity was moved to the extension instead of having more extensions on Patient. These extensions are defined to comply to US regulatory requirements and to CCDA. Which is why they are US Realm.

@Eric Haas , I'm wondering if there are two errors in the extension for Race. 1) The Extended race codes element is limited to 1..1 when I'm pretty sure people can list more than one race past the initial category. 2) The value set for extended race restricts out the categories and you are allowed to report a second race code that is a category.
