The organization IG only allows for organizations to return 1 and only 1 NPI, but we have found organizations that can have 1 to n NPIs. Has the IG considered modifying the resource to allow for more than one NPI?

Pretty much. there are multiple underlying organizations, each with its own NPI. If there are 3 underlying organizations, the parent represents itself with all 3 NPIs

We find it at the medical group level. The medical groups can have 1-n NPIs based on how they are constructed, with underlying groups - departments having their own NPI.
