can someone help me out with medicaid numbers - are they separate from medicare numbers?

Frieda Hall sent me this:
"Medicaid programs are administered by the individual states; I don’t know the # format or #rules, but guess they can control the format.
Medicare is typically (currently) your social security # with suffix, e.g. 999-99-9999A, or in some cases, spouse can draw their husband’s benefits and then it’s the # is the husband’s SSN with suffix.
There’s also an initiative to remove SSN from Medicare cards in future (I think 2017 is deadline) but don’t know what the format will look like then."

back to Medicaid number then. I have a request to defined URIs for state medicaid numbers. I could define http://hl7.org/fhir/sid/us-medicaid-{X} where [X} is the state. And I could also define http://hl7.org/fhir/sid/us-medicaid for poeple who don't know which state it is

Grahame, my understanding is that FHIR is discouraging use of OIDs, isn't it? We are going to come up with a similar request for URIs of all Canadian jurisdictional health care numbers and driver licenses, so it would be interesting to see how things progres with the US first.

Some sense only as they have not lifted the ban on using .gov funds for this so good luck. "In its Labor, Health and Human Services and Education appropriations report, the committee says it is “aware” that without a national patient data matching strategy, barriers to health information exchange persist. While it will continue to prohibit the use of funds by HHS to adopt any standards for a patient ID, the “limitation does not prohibit HHS from examining the issues around patient matching.”

As for the US medicaid/care numbers - this is a mess. I think all states use the same format but we'd have to ask HHS about that. I can see if I can find a contact. Of note there may be consistency regarding the suffix as I found this from the kidney foundation which I suspect handle patients from all states: https://www.kidney.org/sites/default/files/docs/medicare_suffixe.pdf. THis makes me think there is consistency. You will also note that for women where they initially get coverage based on the spouse the identifer is the same as their husband except for the suffix. But this is not about a patient identifier, it's about an identifier for the coverage - right?
