that was my understanding of the decision. the DocumentReference may be fully redundant to the DiagnosticReport, but it enables discoverability... and a DocumentReference is not a huge resource.

2.3.4 seems to make the point more general, but it relies on an example; it doesn't say "all document Compositions shall be searchable via DocumentReference." Or even "should."
