Should Encounter be included in the FHIR Messge Bundle? In v2 and openEhr, an equivalent is present, mandatory for v2. Its not present in UK v3.
The system in question doesn't currently require an encounter but needs to record cost centre (account) for secondary care. So adding encounter is a nice to have but gives an upgrade path for contextual information and some extra clinical information
My thoughts are to make it required for secondary care and optional (recommended) for primary care.
