CX.4 (Assigning Authority) has two options with the notes: "If organization" and "If system". The question was if there was a way to know from the data whether something was an organization or a system. If there isn't, then this note is somewhat problematic.

I don't think that you can do V2-to-FHIR mapping with only knowledge from the data (in general). Such an assumption should be strongly discouraged.

You should be able to know what kind of identifier it is, but you will not
know if the assigning authority is an organization or a system from the
data, but I agree with Vassil, you should probably have more knowledge than
just the data in order to map correctly.
