I'm not sure about the use of other, I'm thinking I should create an extension (namingsystem-uniqueId-type) to distinguish the other is a HL7v2 name but maybe the https://www.hl7.org/fhir/stu3/valueset-namingsystem-identifier-type.html should include hl7v2 as a type.
So when I want to convert from FHIR to HL7v2, I use nameSystem to retrieve the v2 name from FHIR uri and vice versa when going from v2 type to fhir uri.
