I mean whether we could use the concepts/classes in the FHIR ontology as semantic tags to annotate the messages here (chat.fhir.org).

I'm not aware of a 'tagging' capability in Zulip. Also, because the ontology isn't fixed (resource names, element names, etc. can change until locked down as normative), it's not clear how useful it would be. I think right now, you're sort of limited to just searching based on keywords.
