Question re: layer of items in the resource QuestionnaireResponse.
e.g. A dataset of 10 elements in which the 3rd - 5th elements are repeating Group#1, the 8th - 10th elements are repeating Group #2, shall I create a sub-level (i.e. another item) for Group #1 and Group #2?
Repeating Group refers to the set of elements occurring multiple times as a group, not a individual elements.

The hierarchy of items in the QuestionnaireResponse must mirror the hierarchy of items in the Questionnaire. All levels of groups must match.
