I think that would be a reduction in value of the spec for both german and non-german users, but that seems to be what's implied

Right. The page is about (any variant of) ICD-10, which definitely includes ICD-10-GM.
It's just to reflect who's in charge, since the managing organization is the only one who can keep it consistent, including the resolving of the canonical url.
