perhaps: http://health.govt.nz/fhir/NamingSystem/nhi might be more acceptable? with other national systems being under the same "http://health.govt.nz/fhir/NamingSystem" root...
but being resolvable seems to me to be an advantage...

I've made a couple of comments. The one regarding the naming convention is probably the most significant, because some Naming System Identifiers need to be immutable and that might require some thought if (as is recommended) FHIR versioning is handled via endpoint addressing.
