Topic: profile.meta - resource only or all elements as well?

Does meta.profile apply to the resource only - so I can only have profiles that apply to resource type only - or also to all of the elements within the resource, so I could have, say, a datatype profile in there and it would mean that all matching datatypes in my instance use this profile?
