I've been recently asked how to represent transliterated names without special characters.
In practice it seems that there are still contexts (legacy systems ?) in which it is needed to convey both the actual UTF-8 name, both its representation without special chars: for example "Pellé" and "Pelle'".
I was thinking to specify for the second case an extension to the string, that says this string is encoded US-ASCII....but I don't know if there are better options...

Can the 'xml:lang' attribute be used also for the 'name' element ? it works for the xthml tags, not clear to me how it can be used for other R4 fhir elements...

no. All elements are in the language of the resource; you need the translation extension for anything else
