Note that if a References to a canonical URL does not have a version, and the server finds multiple versions for the value set, the system using the reference should pick the latest version of the target resource and use that.
I was wondering how "latest" is defined in this context. Could be .version, but version is a String and 0..1. I personally would look at .date, but date is 0..1 as well.
LastUpdated should be always available as this will be set by the server - but upload/modifying dates aren't a good choice for "latest".
