When validating CodeSystems and ValueSets i get: 

*FAILURE*: 1 errors, 0 warnings, 0 notes
  Error @ CodeSystem : CodeSystem http://fhir.de/CodeSystem/gender-amtlich-de has an 'all system' value set of http://fhir.de/ValueSet/gender-amtlich-de, but it is an expansion

Yes the valueSet contains an expansion element, but inludes all, and only, the codes from the CodeSystem. Is it against the FHIR spec to have an expansion element in the VS referenced by CS.valueSet?
