The valuesets http://terminology.hl7.org/ValueSet/v3-PersonNameUse and http://terminology.hl7.org/ValueSet/v3-OrganizationNameUse can not be found in tx.fhir.org. I have seen that he ValueSets are available in the utg download https://terminology.hl7.org/Releases/01112019-Full/UTGrelPage-Full.html DLvsPilot0.1.3.zip. Will these defined ValueSets also be available on tx.fhir.org? Or is there another process for requesting/adding ValueSets to tx.fhir.org?

I haven't investigated yet, but they should already be there. I'll look into it and check with @Grahame Grieve.
