the disposition on GF#8776 casually suggests a to-be-created property SearchParameter.supportsAboveAndBelow. It's not clear to me whether that's actually a motion to go ahead and define it. What do people think. And not point asking the mover.. that's me. @Chris Grenz do you remember? And if it does, why? why not just use SearchParameter.modifier like it should be?

Modifier should be fine. I'd interpret that as "some way of indicating support".
