Looking at an ElementDefinition at the type.code and type.profile properties there seems to be a disconnect in DSTU2 between what applies to the instance, and the referred concept. Is that what the purpose of the targetProfile is in STU3?
(and thus what is intended in DSTU2 - just ignore profiles specified on reference types - they are intended to be the targetProfile)

In DSTU 2, the presumption is that if type = Reference, profile would be targetProfile. There was no support for profiling the Reference type itself.
