In STU-2, there was an entry in Package.resource called 'purpose' that indicated the purpose of the resource being referenced. I note it's been removed in R3. Is the intention that you determine the purpose of a resource from the resource Type and content (in the case of StructureDefinition which is both a Profile and an extensionDefinition)...

That's correct. The only 'purpose' that can't be figured out just by looking at the resource being referenced is whether it's an example or not.
