According to Oman standards, we have immunization location is referred to organization from where the vaccine is given. Can we modify the reference to Organization rather than location?

Thank you for the response. Considering the reference, we have encounter.. I feel the encounter source would be better choice to keep the reference of the organization.. As you said, ideally "location" should be referred to the location where the vaccines are given..
