Under the current build, ImplementationGuide.definition.parameter.code is at string, and the string "copyrightyear" lets me apply a consistent copyright year across all resources in the IG. However, under R4, that element is a code, and "copyrightyear" is not one of the supported concepts. What is the expected (or alternatively, the correct) behaviour when building an R4 implementation guide that specifies this parameter?

IIRC, regardless of the FHIR version of your IG, the IG Publisher expects your IG resource to be conformant to the R5 ImplementationGuide resource.

Particularly interesting in light of my comment on #ig publishing requirements (carried over from #shorthand ) about the mixed use of the IG resource. Does this suggest we need one IG resource (that matches the IG's FHIR version) for inclusion in the distributed package, and another IG resource to drive the IG publisher (that matches the IG publisher version)?

no the IG publisher creates an R4 IG as well as an R5 IG if you are generating an R4 project
