Topic: IG publisher requires Bundle entry resource id

The IG Publisher QA report is reporting an error when validating one of my Bundle examples.
Validating against http://hl7.org/fhir/StructureDefinition/Bundle on Bundle.entry[0].resource.ofType(Binary) the error is "Resource requires an id, but none is present".
I cannot see any requirement for including an id in a resource entry. Is this something imposed by the IG Publisher or have I missed something?
I note that the bundle-references example in the spec demonstrates a resource entry with no id.
