GF#20403 proposes the addition of a new constraint that makes clear that if a structure definition has a baseDefinition, the derivation must be stated.
Technically, this is a breaking change to normative content. This is only allowed if (a) we all agree that this is documenting pre-existing reality and (b) every agrees that this doesn't break them
FMG has not clarified any process for this yet. This will be the first candidate.....

yes, though that it is already necessary. In practice, this is only really a question for Logical Models
