here's what i think:
- by default, terminology service errors (including not available) should be reported as errors
- if the user chooses the appropriate configuration item, terminology server errors should be downgraded to warnings

I'm fine with a flag, but the flag should be "don't yell if there are terminology server issues - e.g. no server, server hasn't heard of a given code system", not just "don't check terminology"

Fine with the default being to error.
