I touched on this topic with gg when he questioned populating CapStatement.rest.profile in US Core. I removed those profile urls and omit the element, since an IG is defining implementer expectations and can not really prescribe the base profile for an implementation in most cases. I think we should give some guidance on this topic in the Capstatement's notes.

In other words if CapabilityStatement.kind is requirements, Should not be populating CapabilityStatement.rest.profile. On the other hand I don't think is an invariant either.
