In the spec, there is this statement:
Except for transactions and batches, each entry in a Bundle must have a fullUrl which is the identity of the resource in the entry.
Can I please confirm this is always the case (i.e. the presence of fullUrl is required except for batch and transaction)?
If so, is this something for which a constraint would be useful?
