Can I use clinFHIR to create an Implementation Guide that simply picks a Resource (i.e. Patient), and specifies a subset of the core query parameters that MUST be implemented by compliant servers? --- asking for a friend... IHE...

CapabilityStatement allows you to define what a system is expected to do, including search criteria. (There are extensions to distinguish SHOULD/SHALL/MAY).

I understood CapabilityStatement to be a declaration of what it DOES implement. I want to specify what it is expected to do. Implementation Guide specification, not implementation declaration... Are you saying this is possible? Is there an example?

Understood. I expected scenario builder was an IG producing workflow... I suspect it is precursor (business focus) to the technical profiling?

actually the logical modeller is the precursor to producing technical profiles. Works in the simple case, but needs more attention!
