CapabilityStatement can be used to define requirements for implementation, theoretical implementation capabilities (e.g. shrink-wrapped software that will be configured on installation) and 'actual' capabilities - what a given server at a given IP address was capable of at of 12:53pm today

If neither CapabilityStatement.software or CapabilityStatement.implementation are present, you're looking at a "what should be done" resource - the kind that's appropriate to include in an IG or an RFP.

Error with: "Add dateTime property to Observation.effectiveDateTime" does not allow me to SAVE my date/time. Only way to get out of the pop-up box is to hit Cancel.

btw - time does not seem to be correct anyway - probably a time zone thing - will look into that as well, but at least you can enter data now!

Actually, I think date and time works (it's just time alone that fails) - but the time is weird...
