We plan to propose recasting Basic Provenance Use Case 4 - HIE Transformation in a few key ways:
- remove assumptions that the HIE (assembler) will not change meaning of data
- indicate this scenario exists in the industry and explicit rules on 'assembler' vs 'author' at this time are immature.
- remove guidance below figure on what should be included in Provenance resource(s)
- Add Pointer to existing HL7 project on Basic Provenance where design work continues

Is that any different from how the CDA handles transformations - a new document with a new author and a "parent" link to the original?

Similar. In FHIR we have additional agent.types so everything doesn't have to be an author.
