I've been looking at the US Core API - specifically at the CapabilityStatement. The 'requirements' CapabilityStatement published here http://www.hl7.org/fhir/us/core/capstmnts.html seems to have missed the 'AcceptUnknown" element. According to STU3 that is a mandatory element.

Is there a reason this was excluded, or is this an oversight?

for STU3 the capstatement was derived from Argo DSTU2 ( where acceptUnknown is present). Its omission is an error. Surprisingly, the IG publisher validation did not generate an error which we rely on heavily to catch these kinds of omissions and errors. In R4 the element is gone btw.
