How would you fetch just the Observation panels or the atomic observation? There is no search for "I want all the atomic observations ( ie none that reference another observation with type="has-member" or "I want only the panels?" for example http://fhir3.healthintersections.com.au/open/Observation?patient=dafpid-1001&category=laboratory returns both panels and individual observtions

You mean create a profile that says "this search parameter must be supported if you want to be conformant"? or "you must send this search parameter if you want any results back"?

There's an extension on Conformance that lets you assert MAY/SHOULD/SHALL on things like search parameters for the former. I don't think we've got anything for the latter - particularly seeing as the rules are often more complex. E.g. You can search by just id or by name + date of birth + gender or name + phone number or ...
