does this conform to spec? it doesn't match the pattern in the core fhir extensions, e.g., http://hl7.org/fhir/extension-valueset-expression.json.html

This is a technical error and left over from DSTU2, although it is not a slice (there is no slice name) but rather the id element that does not follow the guidance given here: https://www.hl7.org/fhir/STU3/elementdefinition.html#id which curiously is not enforced by the validation tooling nor constrained by a regex which I think would be useful. Thanks for pointing this out. I will fix as a technical/QA error in the updcoming release. You may log a tracker for STU3 if you wish. I do not know if or when the STU3 version will be updated with a technical correction.
