For clarification on this data element - The valueSet is extensible but there is a defined range of CPT codes for E&M to be used. The spec also says the valueSet includes all codes from http://www.ama-assn.org/go/cpt. Without a license I can't look at those but my understanding that the desired codes are the range of E&M codes in the definition.
