someone wrote that value set by hand and included the code more than once. Note that the expansion only contains it once

That FHIR valueset was made by me quite a while ago and I converted a downloaded spreadsheet or screen scraped it directly. That is a technical correction that I can fix.

looks like the difference is in MVX code, but Sale NDC11 is the same
