US Core guidance: “In order to enable consistent access to scanned narrative-only clinical reports the Clinical Note Server SHALL expose these reports through both DiagnosticReport and DocumentReference[.]”
This guidance is specific to scanned and narrative diagnostic documents, but the principle of providing DocumentReference as a consistent representation seems to be useful whatever the underlying form (including compositions). Should this be a shared expectation?
