There are two CMS quality measures that might help, one is Alcohol Dependence Treatment that specifies value sets for identifying alcohol use disorder, probably represented in FHIR as a Condition. The other is Appropiate use of DXA Scans which has a standardized drinking assessment used as part of the risk profile and would be represented in FHIR as an Observation.
