This extension is widely used in production by many, many servers [and clients*!]: https://www.hl7.org/fhir/extension-oauth-uris.html, but only has a maturity of FMM 1.

I think it's just a matter of verifying with the WG and increasing it - I think there could be an argument for anything up to 5, though that feels like too big a jump to me (I'd probably aim for 4 personally).
