Is the intent of context-ehr-encounter to support not only the encounter communicated from an actual EHR, but also from a portal? I can see the context-ehr-patient being used in both scenarios, but I'm not sure how common it is for a portal to support a context of the patient only looking at a single encounter.

To be clear, I'm not saying I think this is exquisitely useful in the portal environment. Just that we never intended distinct capabilities for clinicians versus patients in this regard.

context-ehr-patient: support for patient-level launch context (requested by launch/patient scope, conveyed via patient token parameter)
context-ehr-encounter: support for encounter-level launch context (requested by launch/encounter scope, conveyed via encounter token parameter)

I thought the launch/patient and launch/encounter scopes were only used in standalone, and that only "launch" would be used when launched from EHR?

For EHR launch, the idea is you'd ask for launch to indicate you need general kinds of launch details, and launch/patient or launch/encounter to provide more precise hints/requirements indicating the specific context you expect.

so if the portal wasn't into a specific patient (or the ehr) they could try to ask the server to prompt to select during auth, even though that may not be the context present in the launching application/workflow?

It's somewhere along that spectrum :) we really never pinned this down (but for launch/patient it's a strict requirement if you're getting patient/... scopes)
