As an issuer, you can make Health Cards available in files for download; in QRs; or through the FHIR API. It's important to remember that not all users will have smarthphones, so anything you make available for apps through a FHIR API should also be available (when relevant) for physical printing as a QR at a point of care.

For the connectahton we're running trough HL7 next month, you'll have the ability to try out any subset of these three issuance workflows. In all cases, the actual data (JWS representing a Health Card) are identical.
