Querying if the value in the smart-configuration's issuer value should exactly match the issuer in the JWT id_tokens that are generated by the Auth server?
And if there is no OpenID Connect Issuer, does it matter what is in here?

I think the answer to your first question is yes, and the answer to your second question is indeed it doesn't matter
