Per an email from Michael Lawley:
In the light of Grahame’s response, is there any chance that HAPI could special-case the case where the body is a Parameter object containing a _format parameter and add it as a query parameter to the URL instead (or as well)?
The request is for the client to move
_formatparameter values from the Parameters resource to the URL.
