It seems that my HAPI FHIR 5.1.0 REST Server doesn't support such a reference.

It would remove the resource version ("/_history/#") from the reference value.

By default versions are stripped, but you can disable this. See Versioned References: https://hapifhir.io/hapi-fhir/docs/model/references.html#versioned-references
