If a fulfiller agrees to fulfill a request - what resource is used to show that fulfillment agreement details? Like a request response but not the actual fulfillment. Is it event? To use (cough cough) V3 terms, what pattern is appropriate for Promise?

Task is used to indicate agreement. The filler might choose to create another Request instance with an intent of "filler order" to represent their particular plan. In most cases, the placer would never see that though, though the filler could attach it as an output of the Task if they felt like it/business process required.
