Sorry, I had switched the DB server to a lower performance metric on Azure. Its better because I put it back.

The Telstra Health (HealthConnex) sqlonfhir server has been updated to STU3 and is available here:
http://sqlonfhir-stu3.azurewebsites.net/fhir
(This is using the latest .NET fhir client)
