I would say not at this time but that it is being worked on. A SPL submission would be a FHIR Composition with entries for the various drug elements being resources. The first idea for the resources would be the new MedicinalProduct resources but those are very IDMP-specific so might not have everything in the right place to represent SPL information.
NOTE: This also depends on the specific SPL document type you're referring to. A SPL device submission would be a different set of resources.
