Is that the code-system we should be using for this?

In the end, it'll need to be in Jira, but if it's in their Git, I guess they can propagate it to Jira on your behalf. @Ken Stevens, at the bottom of every FHIR spec page there's a "propose a change" link that takes you to HL7's Jira
