we are using EMPI (VIA) for patient search. it does not allow to search by year alone - it throwes an error. the Q is if how can we handle this for FHIR if FHIR regulates that search by date must also support year alone?

You could query the EMPI 365(366) times. It may not be pretty but it works... Does your empi support search by range? Bump up the year to geYYYY-01-01-leYYYY-12-31
