There is no general extension to indicate a resource is 'test' (v 'prod') - should we be using meta.tag instead?

THis is actually part of a ballot. But I would think this would be a general classification of Observations. Having such a clear category would allow studies that are sampling say all Observation vital signs for BP to only tabulate real physiological data. I know that I send a lot of test and demo data.

Its there in Security tags but I don't see how anyone could find that. I will add a GForge to make this clearer for implementers, Perhaps in a new section on the doc page under 'testing implementations' which currently narrowly scoped to TestScripts/ Test Report. or in the documentation for meta.security
