Is there work going on on how a provider might prescribe a specific training module? I use prescribe only as it feels similar workflow, but clearly is not medication. This presumes that the training modules can be identified, much like a medication can. This would benefit from tracking of success by the patient at starting and finishing the training.

The actual training would be captured as Procedure. Agree w/ Jose that ServiceRequest would be the typical 'order'.
