Yes. It's a point-in-time descriptive assertion about the patient.

Thanks Lloyd! Interestingly, the context is that I was helping out some guys at an event we're running & I said that the way to handle questions like this is to ask the community. I further stated that generally you'll receive a reply in minutes! Lovely to be able to show them the community in action!
